There is one issue with using jotaro's stand to stop time, only jotaro and starplatinum are unaffected by the time stop (at this point in the story since this is after dio's death) and he can only stop time for 3 seconds. So that wouldn't be enough time to look for angelo and the timestop would end outside, meaning jotaro is stuck in the rain, where water necklace can easily get him

Next I would then kill off anyone who bully's / makes fun off cancer or any other disease. Then I would stop for a while. Then start killing people again, This time I would go for criminal's or anyone in prison who did terrible stuff. But I would only kill them every week on different days at different times so 1 criminal every week. that's how I would beat Death note.

It's actually been fewer than 50 000 motor vehicle deaths every year since 1980, so it would take more than 20 years on average to kill a million people even at the worst rates in history.
